CALL TO ORDER

The Supervisor called the meeting to order with the Pledge of Allegiance.

BUSINESS FROM FLOOR:

None.

CLERK’S MINUTES:

The minutes from the July meeting had been dispersed earlier. It was moved by Bob and seconded by Joe to accept minutes. Motion carried.

TREASURER’S REPORT:

The financial report had been dispersed earlier. It was moved by Elgin to accept the report and seconded by Bob. Motion carried.

OUTSTANDING BILLS:

A list of the outstanding bills for August had been dispersed earlier. It was moved by Elgin to pay the bills and seconded by Bob. A roll call vote was called:

DEPARTMENT REPORT

FIRE DEPARTMENT:

Jim is still on medical leave. John Reisig is filling in as Acting Chief. Comments were very good on the fire truck and demonstration at picnic. Will work on more for next year’s picnic. There were 4 runs in July. 2 medical, 1 public assist and 1 auto accident. Iinsurance rates were discussed as to having the hydrants on M-30 should bring rates down. The fire trucks can not hook upto the hydrants with their pumps yet but can gravity fill the trucks. It takes only 6 minutes to fill.

PARK COMMISSION:

Many good comments on the picnic. There were a lot of people helping with getting things ready. Thanks to Rudy Turk for doing all cooking of burgers and hot dogs. Thanks to Linda Hockameyer for reminding people of bringing their cookies. Thanks to Pat and Mary Letts for getting and returning ice cream machine. Thanks to Randy Wilkie for picking up and taking down and returning the castle moon walk. Thanks to all park commission members and their spouses for putting on the picnic.Discussion was held concerning bill for Mark Stewart charging for moving railroad ties. He also put in a bill for John Tisdale and Rick Stewart for helping him. The main concern was that the work had been volunteered by all other people. Jim Hockameyer brought his tractor only to find work done. It was moved by Elgin and seconded by Bob to pay only the part for moving the mulch. Motion carried. The park would like to purchase a 5 foot sprayer, the cost would be $450.00. It was so moved by Mike and seconded by Elgin. Motion carried.

PLANNING COMMISSION:

At the August 1 meeting it was decided to add the keyhole ordinance. The next step is to take to the township board to adopt and have the board set the penalty fees.

KEYHOLE ORDINANCE

"Summary of Hope's Keyhole Ordinance - An ordinance to regulate the development and use of waterfront property acess to public lakes and rivers located in the township, to preserve and protect the rights of riparian owners, to protect the public health, safety and welfare, to protect water quality and land ressources related to public lakes and rivers within the township and to provide penalities for violation of this ordinance."

It was moved by Mike Kressler and seconded by Elgin Childs to adopt the keyhole ordinace the Planning Commission reccommended. It was moved by Bob and seconded by Joe that the first offense would carry a $100.00 fee and the offense, if not corrected in 30 days, would be a $250.00 fee. This motion carried and is a part of the keyhole ordinance. A roll call vote was called:

Cerk certified this ordinance was approved August 14, 2007.

Discussion was held on workshop to be held in October in Traverse City concerning planning situations. Clerk will find out info and get to members of Planning Commission.

WATER BOARD:
The survey has been completed and sent out. Surveys are to be returned by August 31. The poverty exception is not known by board, but the Supervisor will check into it. It was moved by Joann
and Mike seconded the motion to have surveys opened at 6:00pm before the next board meeting. The motion carried. Andy Kosiba will get notice ready for paper and post at town hall.

CHAPEL COMMITEE:

Wilbur was present and reported on fence to separate the cemetary and park. Wilbur has purchased the fence and waiting for cooler weather to install it. The cost is $1,289.00. Elgin will meet with interested parties on Saturday 25, August at 10:00am to show everyone at one time the needed work done. The new part of expansion will be 300 feet.

TOWNSHIP CODE AUTHORITY:

A new building inspector has been selected, Greg Weckesser.There were 5 building permits for Hope. The receptionist's, Amy Hoover, wages have been increased to $8.50 an hour.

WIXOM LAKE IMPROVEMENT BOARD REPORT:

No meeting.

TOWNSHIP ROAD ADVISORY COMMISSION:

Hull Road is being worked on and it has been stated the cost maybe more than indicated. Jim Hockameyer is checking into it. The next road meeting is October 26 at townhall. Next years road work will be discussed.

UNFINISHED BUSINESS:

None

NEW BUSINESS

1. County Clerk’s office expects a election in November concerning Pine Crest. the county will pay for election.

2. The maintenance and programing of the handicap automark is up to the Townships now. Joe moved to amend the budget to put $1,000.00 for the maintence and programing of the automark. Bob seconded the motion and it carried.
