DECEMBER 11, 2007

HOPE TOWNSHIP FIRE HALL

 

BOARD MEMBERS PRESENT:                             MIKE KRESSLER, SUPERVISOR

CALL TO ORDER:

            SUPERVISOR LED THOSE PRESENT TO PLEDGE OF FLAG AT 7:00PM.

 

BUSINESS FROM FLOOR:

 

            DISCUSSION WAS HELD CONCERNING THE PLANNING COMMISSION DECISION TO CHANGE LLOYD SEEBURGER’S ZONING FROM RESIDENTIAL TO AGRICULTURE. MR. SEEBURGER IS RAISING PHEASANTS AND THIS WOULD HELP HIM FOR TAX CREDITS. BOB MOVED TO ACCEPT THE ZONING CHANGE TO AG AND ELGIN SECONDED. MOTION CARRIED.

 

            STARK ROAD TURN AROUND WAS DISCUSSED AND IT IS NOTED THAT THE TOWNSHIP HAS NO JURDISCTION TO CHANGE ROAD FOOTAGE. THERE IS A DISCREPANCY OF THE FOOTAGE LEADING OFF THE TURN AROUND TO THE STATE LAND, LEAVING NO ACCESS. AT THIS TIME WE ARE DROPPING THE ISSUE.

 

            FEMA FLOOD INSURANCE:  THE SUPERVISOR NOTED THAT IF THE TOWNSHIP IS NOT IN THE FEMA PROGRAM PROPERTY OWNERS IN THE TOWNSHIP CANNOT PURCHASE FLOOD INSURANCE. CONSENSUS WAS THAT WE WOULD JOIN FEMA PROGRAM. ELGIN MOVED TO APPOINT WENDY FABER AS THE TOWNSHIP’S REPRESENTATIVE TO FEMA. BOB SECONDED IT AND MOTION CARRIED.

 

PRESIDENTIAL PRIMARY:

            CLERK NOTED THE ELECTION IS JANUARY 15 AT THE TOWNSHIP HALL. SUPERVISOR STATED HE WOULD TURN ON WATER AND FURNACE BEFORE ELECTION.

            THE MINUTES FROM THE NOVEMBER 2007 MEETING HAD BEEN DISPERSED EARLIER. ELGIN MOVED TO APPROVE MINUTES AND BOB SECONDED. MOTION CARRIED.

 

TREASURER’S REPORT:

            DEPUTY TREASURER STARLEEN HEATH GAVE FINANCIAL REPORT. THE FINANCIAL PAPERS HAD BEEN DISPERSED EARLIER. ELGIN MOVED TO ACCEPT REPORT AND BOB SECONDED. MOTION CARRIED.

            STARLEEN REPORTED THAT AT 27 LAKESHORE DR THE PROPERTY OWNERS WERE BEING CHARGED TWICE FOR THE LAKE ACCESS AND ASKED TO REMOVE $138.00 FROM THEIR TAX BILL. ELGIN MOVED TO REMOVE THAT PORTION AND JOANN SECONDED. MOTION CARRIED.

            MIKE MOVED TO TABLE BILL FOR EXTRA ASSESSMENT FROM B&K UNTIL BILL WAS PRESENTED. BOB SECONDED. THREE YESES AND 2 ABSTAINS.  MOTION CARRIED.

 

OUTSTANDING BILLS:

            THE BILLS WERE DISPERSED EARLIER. BOB MADE A MOTION TO PAY BILLS, ELGIN SECONDED AND A ROLL CALL VOTE WAS POLLED-

FIRE DEPT.:

            MIKE COSTON GAVE FIRE DEPT. REPORT FOR FIRE CHIEF. THERE WERE 9 RUNS IN NOV. CIRCLE K WILL BE DOING WORK ON NEW FIRE TRUCK. ESTIMATED THAT IT WILL COST BETWEEN $500-600. ELGIN MOVED TO PAY

NOT OVER $600.00 FOR THE WORK. BOB SECONDED AND THE MOTION CARRIED. MIKE NOTED THAT THE NEW HOPE FIRE TRUCK WILL BE ON THE DARLEY CALENDAR.

 

PARK COMMISSION:

            NEXT MEETING IN FEBRUARY AT FIRE HALL.

 

PLANNING COMMISSION:

            FEBRUARY IS NEXT QUATERLY MEETING.

 

WATER DISTRICT: 

            NO NEW NEWS

CHAPEL-CEMETERY:    NO MEETING UNTIL SPRING.

 

 

TOWNSHIP CODE AUTHORITY:

            NOV. 26, 2007 IS NEXT MEETING. FROM OCT’S MEETING ELGIN REPORTED THERE IS $18,796.97 IN SAVINGS AND CHECKING TOGETHER. DECEMBER 17 WILL BE NEXT MEETING.

 

 

WIXOM LAKE IMPROVEMENT BOARD REPORT:

            NO MEETING UNTIL SPRING.

 

 

ROAD ADVISORY COMMISSION:

 

            MIDLAND-GLADWIN COUNTY LINE ROAD AND BAKER ROAD WAS DISCUSSED TO HAVE WORK DONE ON THEM IN 2008. MID-GLADWIN WOULD BE $73021.00AND BAKER RD WOULD BE $78048.00 TO BRING THEM UP TO A GOOD GRAVEL ROAD. THE TOTAL WOULD BE $151,069.00 AND THE ROAD MILLAGE COMING IN WOULD TOTAL $124530.00. THIS WOULD MEAN THE TOWNSHIP GENERAL BUDGET WOULD HAVE TO ALLOCATE AT LEAST $27000.00 TO COVER ROAD WORK. ELGIN SO MOVED TO DO THE ABOVE ROAD WORK AND BOB SECONDED MOTION. ROLL CALL VOTE WAS POLLED-

THREE MEMBERS FROM BOARD OF REVIEW WOULD LIKE TO ATTEND TRAINING IN FEB AT MT. PLEASANT. ELGIN MOVED TO PAY EXPENSES FOR ANDY, VERN AND TOM TO ATTEND TRAINING. BOB SECONDED AND MOTION CARRIED.
