Hope Township Board Meeting
April 10, 2007

CALL TO ORDER

The Supervisor called the meeting to order with the Pledge of Allegiance.

BUSINESS FROM FLOOR:

Rudy Turk, William & Ruth Maxwell, and Debbie Volway were present to state their homes were being surrounded by water again. This has been an ongoing problem which the township board has been seeking advice from the County Road Commission and the County Drain Commissioner. It is still a problem as to who the responsibility goes to concerning the ditching and the standing water from the woods. There is a drain behind that is old and may need cleaning out. Our Supervisor, will contact the Drain Commissioner or Road Commission to see where help should come from. Rudy will take pictures of the situation and see the Supervisor get them.

CLERK’S MINUTES:

It was moved by Elgin and seconded by Bob to approve the minutes from the March 2007 meeting. They had been dispersed earlier. Motion carried.

TREASURER’S REPORT:

The Treasurer's Report had been dispersed earlier. Joe reported that 90% of the property taxes had been collected before turning in the delinquent taxes to county. The delinquent taxes will be paid either late May or early June. Elgin moved and Bob seconded to accept the Treasurer's Report. Motion carried.

OUTSTANDING BILLS:

A list of the outstanding bills for April was dispensed earlier with minutes. Elgin moved to pay bills and Bob seconded. A roll call vote was called:

DEPARTMENT REPORT

FIRE DEPARTMENT:

The Fire Chief reported the new pump /tanker is almost completed. He has been to the Circle K Company almost everyday completing the last details. He will need license plate for truck and insurance certificate. It will be delivered the week of April 30, 2007. The Fire Chief invited Board members and audience to view truck on Thursday, May 3, 2007. No new money was needed for other expenses.

PARK COMMISSION:

Steve Morrison has begun work at the park. He will have it ready for the April 15 opening day. Suggestions for the picnic are being considered. The next meeting on May 1, 2007 all people who are interested in planning for the picnic should be at meeting. It will be held at town hall at 7:00pm. The township board members are going to help this year.

PLANNING COMMISSION:
The next planning commission meeting will be held on May 2, 2007.

WATER DISTRIBUTION:
Supervisor has contacted Gene Smith to call a water board meeting. The township board would like to see a water survey put together by that board. Some residents have been asking for a more positive show of action for water in Hope Township. It was noted that Randy Hock, the secretary for the water board, is out of town at this time.

CHAPEL COMMITEE:

Waiting to hear from company to do stump removal for furthering our cemetery. They are suppose to contact Mike in the spring.

TOWNSHIP CODE AUTHORITY:

Jerry Davis has not yet completed his necessary requirements to work as TCA’s building inspector. State has checked with our township as to who is doing building inspections. Ed Ganon is doing inspections at this time. Al Thompson has agreed that he would be willing to work for township as building inspectors and then use his inspectors for electrical and plumbing/mechanical. The Board agreed to wait and see if Jerry Davis is going to get his credentials straightened out first. There is $15,927.77 in savings and $5,546.22 in checking.

WIXOM LAKE IMPROVEMENT BOARD REPORT:

No meeting.

TOWNSHIP ROAD ADVISORY COMMISSION:

The quarterly meeting is April 26, 2007 at 7:00pm. It has been sent to be published in paper. Two roads to be talked about are Adams and Curtis Road. The first mile of Curtis, east of Middle Rd has broken apart bad. The County Road Commission is working on this, they are going to patch the bad area and see when some of the needed ditching can be done. Samples of the asphalt have been taken by County Road Commission as they are not up to specification.

UNFINISHED BUSINESS

None.

NEW BUSINESS

The Spring District meeting for MTA is set for May 24, 2007 at Valley Plaza. Joe moved that at least one person should attend, and JoAnn seconded that motion. Motion carried. Joe was the only person available to go. Clerk will register Joe for meeting.

A date for budget meeting will be set at May board meeting.

It has been noted that the State has mandated that a veterans marker will be placed at every veterans burial space. Joe moved to moved to purchase 120 of said markers and Fire chief requested 36 of the fire department flag holders. Bob seconded motion, and motion carried. Clerk will order holders.

Bob moved to adjourn at 9:40pm.
