Hope Township Board Meeting
September 12 , 2006

CALL TO ORDER

The Supervisor called the meeting to order with the Pledge of Allegiance.

The public budget hearing was opened at 7:00pm

BUSINESS FROM FLOOR:

Jon Launderbaugh was present and gave a brief view as to why he would make a good Circuit Court Judge. He has 12 years of experience in the law field. The Circuit Court deals with all civil cases, and cases over $25,000.00.

Steve Carras gave a discussion on why he would make a good District Judge. The District Court (known as the people’s court) deals with search warrants, misdeameanors up to $25,000.00, and land contracts.

Dscussion was held on a report that there is a dog kennel in Hope Township. There is no written request or special permits issued for this. The Supervisor will check with Tom Clark and check out report.

Street lights: Joe reported no communication from consumers. The Supervisor reported they had called him and will send paper work needed to get project started.

CLERK’S MINUTES:

Clerk’s minutes had been dispensed earlier. Elgin moved to approve and Bob Davis seconded-motion carried.

TREASURER’S REPORT:

Had been dispersed earlier. Bob Davis moved to accept and Elgin Childs seconded motion. Motion carried.

OUTSTANDING BILLS:

List of outstanding bills for September had been dispersed with Clerk’s Minutes. It was moved by Joe Llunsford and seconded by Elgin Childs to pay bills. A roll call vote was called:

DEPARTMENT REPORTS

FIRE DEPARTMENT:

Two runs in August. Firemen Richard Wallace and Larry Huckins will be attending First Responder School. Circle K has notified Jim that the new fire truck chassis should be delievered any day now. Chassis has to be paid for when delievered. Township needs a bill to issue check. The shared water well at the fire hall loses pressure. The Supervisor will have Dan’s well digging check into problem. Fire Deptartment Appreciation Dinner is September 30 at the fire hall. Ron Johnson has resigned as Deputy Fire Chief. Jim will look for new assistant. Ron Johnson is still a active fireman. Jim Doepker requested petty cash in amount of $600.00. Joe made motion and Elgin seconded, motion carried. There will be a hazarderous material training October 13, 2006. Jim is drafting a power line standby cost recovery ordinance. Will have at next meeting.

PARK COMMISSION:

Issues with Caretaker responsibilities will be taken care of next Spring when new season begins. Communication will be between Caretaker and park commission. Mark Stewart got literature concerning snow blower to Jim Hockmeyer, he can sell park’s snow blower. Pat Taylor has informed the commission he will have a problem attending the next 3 meetings because of work. Next meeting will be October 3, 2006.

PLANNING COMMISSION:
Discussion was held concerning Elgin building a pole barn on one acre of land without a building permit. Was noted he does not need permit for agricultural building by the State of Michigan. The next meeting will be November 2006. Keyhole discussion concluded with the subdivision group going to rewrite their request and resubmit it to commission.

WATER DISTRIBUTION:
More of a possibility of a water station for the public now. Next meeting will be September 20, 7:00pm.
CHAPEL COMMITEE:

Was agreed to setup meeting with Chris Muma and clerk, two trustees to see about clearing more acreage.

TOWNSHIP CODE AUTHORITY:

Bob covered meeting for Elgin. Are considering a new office assistant. Savings $10451.23 and checking $4026.66. Next meeting September 25, 2006.

WIXOM LAKE IMPROVEMENT BOARD REPORT:

Next meeting September 13, 2006.


TOWNSHIP ROAD ADVISORY COMMISSION:

Wendt and Baker Roads have been paved and completed except the shoulders filled in. Next meeting will be October 26, 2006.

UNFINISHED BUSINESS:

Townhall handicap ramp and entrance has been completed, and bills and pictures have been sent in for reiumbursement.
MCTOA meeting will be held September 14, 2006 at Porter Township Hall. It will be mentioned that the township booth was a disappointment this year.

NEW BUSINESS:

The Clerk will check in to having the Towhship Hall carpet cleaned. Lori Childs will check into cabinets and a sink for the Township Hall kitchen.
